The 31-year-old guard has averaged 9.3 points and 1.1 assists per game over his 11 NBA seasons. He has knocked down 37.2 percent of his career 3-point attempts.
Meeks was handed a 25-game suspension for violating the NBA/NBPA anti-drug program in April 2018.
Toronto had multiple open rosters spots after they sent Jonas Valanciunas, Delon Wright, CJ Miles and a draft pick to the Grizzlies at the deadline in exchange for Marc Gasol.
The Raptors entered the All-Star break in second place of the Eastern Conference with a 43-16 record. They’ll return to action Friday against the Spurs.
