Kelly had a massive surgery in March to reconstruct his upper jaw, and this latest surgery is meant to stabilize it.
Watkins signed a three-year contract, worth a reported $48 million, with Kansas City this offseason.
McCoy said Allen has a "super strong arm" and called him a "special quarterback."
Kelly, who has oral battled cancer, will be honored as someone "who has overcome great obstacles through perseverance and determination."
Allen is expected to start the season behind AJ McCarron and Nathan Peterman on the depth chart.
Jones will be absent for the rest of the team's spring practices, but coach Sean McDermott said it was "best for us to get this done now."
The team's lease with New Era Field expires in 2023, though co-owner Kim Pegula said the team has no plans to opt out.
The alleged altercation comes just two days after the Bills released Richie Incognito from the reserve/retired list.
